Osaka Bay Tower

A Landmark High-Rise at the Heart of Osaka Bay

Osaka Bay Tower is a high-rise complex located in Benten, Minato Ward, Osaka City. Rising approximately 200 meters above the city, the building originally opened in 1993 under the name ORC 200. Since 2018, it has been known as Osaka Bay Tower and has become one of the landmarks of the Osaka Bay Area.

The Redevelopment Project and Complex Overview

Background of the Project

Osaka City undertook a redevelopment project involving approximately 3 hectares of municipal land on the west side of Bentencho Station, served by the JR Osaka Loop Line and Osaka Metro Chuo Line.

The resulting mixed-use complex was named ORC, short for “Osaka Resort City,” and was developed as a multi-purpose urban facility.

The Original Plan and Challenges

The complex was completed in February 1993 and included offices, a hotel, swimming pools, and other facilities. However, the collapse of Japan’s economic bubble made it difficult for the project to achieve its planned revenues, eventually resulting in debts exceeding 60 billion yen.

The financial problems led to legal proceedings between banks and Osaka City. In 2013, a court ruling ordered Osaka City to pay 63.7 billion yen.

Sale of the Complex and a New Beginning

Acquisition by Fortress Investment Group

In 2015, Osaka City put the complex up for sale. The successful bidder was Ganges Tokutei Mokuteki Kaisha, a special-purpose company managed by Fortress Investment Group.

On March 27, 2018, the complex was renamed Osaka Bay Tower, marking a new chapter in its history.

Changes in Ownership and Management

Between 2023 and 2024, United Urban Investment Corporation, an investment corporation affiliated with Marubeni, acquired sectional ownership interests in the buildings. Invincible Investment Corporation, affiliated with Fortress, also acquired the hotel portion.

Major Facilities and Highlights

ART HOTEL Osaka Bay Tower

In 2018, ART HOTEL Osaka Bay Tower opened as the successor to Hotel Osaka Bay Tower.

It is one of the largest full-service hotels in the Kansai region and operates as an Associate Hotel of Universal Studios Japan. The hotel expanded from 388 rooms to 464 rooms, including newly added rooms designed with families in mind.

Soratani Onsen OSAKA BAY TOWER

Opened in 2019, Soratani Onsen OSAKA BAY TOWER is an indoor hot spring theme park inspired by a townscape from Japan’s Azuchi-Momoyama period.

The facility uses natural hot spring water drawn from approximately 1,000 meters underground. Visitors can enjoy open-air baths, heated stone relaxation rooms, a Japanese garden, and a variety of other facilities.

Convenient Transportation Access

Osaka Bay Tower is directly connected to Bentencho Station, served by both the JR Osaka Loop Line and Osaka Metro Chuo Line. Its direct station connection makes the complex particularly convenient for visitors arriving by train.

Former Facilities and the Complex’s History

The Evolution of Hotel Osaka Bay Tower

The former Hotel Osaka Bay Tower originally opened as a Mitsui Urban Hotel. After changes in its operation and branding over the years, it was relaunched as ART HOTEL Osaka Bay Tower.

The History of the Indoor Swimming Pool

The leisure facilities once included one of the largest indoor swimming pools in western Japan. Known as Bentencho Paradisso POOLS, the facility became popular with local visitors before ending operations in 2017.

The site was subsequently transformed into Soratani Onsen, creating a new destination centered on hot springs and relaxation.

The Hot Spring Experience at Soratani Onsen

The natural hot spring water at Soratani Onsen is drawn from approximately 1,000 meters underground. The water is described as being suitable for bathing intended to help relieve conditions such as nerve pain and muscle pain, as well as for relaxation and recovery from fatigue.

With a variety of baths and relaxation spaces, the facility offers visitors an opportunity to unwind while enjoying a distinctly Japanese bathing experience.

Private open-air baths are also available. Special private rooms designed for four to six people and rooms equipped with tent saunas cater to different preferences and group sizes.
