Overview of Nishi Ward
Nishi Ward was established in 1879 under Japan’s District, Ward, Town and Village Organization Law. Along with Kamigyo Ward and Shimogyo Ward in Kyoto, it is regarded as one of Japan’s oldest administrative wards.
Osaka Prefecture implemented the system two months earlier than Kyoto Prefecture, making Nishi Ward regarded as the oldest ward in Japan. It was one of four wards established in Osaka City under the system, together with Higashi, Minami, and Kita wards. Of these original four wards, Nishi Ward is the only one that has continued to exist without being merged or reorganized.
In recent years, the trend toward returning to the city center has led to an increase in high-rise condominiums and other apartment buildings. The Shinmachi, Kita-Horie, and Minami-Horie areas in particular have experienced rapid population growth, creating challenges such as shortages of elementary school classrooms.
As of May 2021, Nishi Ward also had the highest population density of any ward in a designated major city in Japan.
Geography and Areas of Nishi Ward
Nishi Ward is bordered by the Nishiyokobori River to the east, the Dotonbori River to the south, the Sakaigawa Canal to the west, and the Ajigawa and Tosabori Rivers to the north. The Kizugawa River flows through the center of the ward.
The ward can broadly be divided into eastern and western areas, each with its own distinctive character.
Eastern Area
The eastern part of Nishi Ward prospered through water transportation during the Edo period, when a network of canals was developed throughout the area. Many of these canals were filled in after World War II, but traces of the historic townscape can still be found in various parts of the district.
Shimosenba and Utsubo Park
Shimosenba is an oasis-like district centered around Utsubo Park in Utsubohonmachi. Nearby Shinmachi, adjacent to Minamisenba, has become a fashionable area lined with cafés, restaurants, clothing stores, and other businesses.
Horie
Horie is divided into Kita-Horie and Minami-Horie and is known for its many interior design stores and cafés. Along Tachibana-dori, visitors will find numerous fashion-related shops, making the area particularly popular among younger visitors.
Enokojima
Enokojima served as an important center of local government during the Meiji and Taisho periods. Osaka Prefectural Government offices and Osaka City government facilities were once located here, and traces of its former role can still be discovered today.
Western Area
The western part of Nishi Ward includes neighborhoods that had already begun developing during the Edo period as well as the Kujo area, which was developed from the Meiji period onward.
Chiyozaki and Osaka Dome
Chiyozaki lies between the Kizugawa and Shirinashi Rivers. Osaka Dome, now known as Kyocera Dome Osaka, was constructed on the former site of an Osaka Gas factory. Today, it is a major venue for sporting events, concerts, and other large-scale entertainment.
Kawaguchi and the Former Foreign Settlement
Kawaguchi once flourished as a foreign settlement. Located along the Ajigawa River, the area served as part of Osaka’s port during the period when international trade was developing. Eventually, many foreign merchants moved to Kobe, and the settlement declined.
History of Nishi Ward
From the early modern period onward, numerous canals were developed throughout Nishi Ward, helping the area grow as a center for seafood markets, wholesalers, and commercial activity. Entertainment districts such as Shinmachi Yūkaku and Horie Shinchi also developed in the area.
The Kujo area was originally an island in the estuary of the Yodo River. As farmland development progressed, it was given the name Kurashima before eventually becoming known as Kujo.
During the Meiji period, the Kawaguchi Foreign Settlement was established on the former site of the Osaka Navy Office. It became a symbol of Osaka’s modernization and the city’s opening to international influences.
Until the Taisho period, Enokojima was home to the Osaka Prefectural Government offices and served as an important administrative center.
After World War II, entertainment districts such as Matsushima Yūkaku and Horie Shinchi were abolished, but traces of the area’s colorful history can still be found throughout Nishi Ward.
